When authorities asked my manager about a disposal problem, he only mentioned the most recent report about the problem. My manager didn’t mention the earlier claims about possible unauthorized disposal, although there had been earlier reports. Independent handling can mean using a designated compliance, safety, or ombuds office or an external service that is required to log every report, keep an auditable trail, and ensure that earlier accounts cannot be quietly dropped.

It also means educating communities about their rights and options, so fear doesn’t silence truth.
